Every portfolio and electronic collection in Alma should be linked to a bib/title record.  The Title record provides bibliographic metadata for the portfolios and electronic collections.

If an electronic collection does not have a title record (such as local electronic collections that were not fully created) then it will have an Electronic Collection Name but will not show up in Title searches, since the Title search is a search of bibliographic data in the Title record.

For selective packages and electronic collections, the title record attached to the electronic collection should always be suppressed.  It is unnecessary for Alma/PrimoVE operations.

However, for the third type of electronic collections, Databases, the bibliographic record cannot be suppressed.  Suppression of the bib record attached to the database-linked CZ record will cause the whole resource to be considered fully deactivated.
