    A minor change in the cataloging workflows for receiving new materials solved the problem. After cataloging is done, do not change Process Type to blank in item records. Rather scan in the item in order to trigger received email notifications. 

    In case an interested user does not receive an email notification for the first time, check the spam folder and mark the email not a spam. Future emails will be delivered to inbox.
